Idu Mishmi Society calls for dialogue and concerted efforts to defuse Roing tension

ITANAGAR, Mar 21: Following the Roing fiasco, the Idu Mishmi Cultural and Literary Society (IMCLS) called on the people of both the communities to come together to sort out the differences through sincere dialogue and concerted efforts, instead of resorting to violent means, while at the same time subordinating sectional interest to the overall interest of the entire community of Lower Dibang Valley district.

The apex body of the Idu Mishmi Society has welcomed the efforts put in by the Adi Bane Kebang to restore peace and tranquility in the district, since at the moment peace is paramount.

At the same time it appealed “the state Medias to uphold the moral values of journalism during these testing times”.

It further demanded action against Nun Pertin, president, Dibang Adi Students’ Union (DASU) and his executive members be arrested under appropriate sections of the law, since “they are responsible for all the mayhem and communal disharmony in whole of the district”.

“The Dibang Adi Students Union and Adi Bane Kebang both issued statement claiming that the Adi Culture and tradition and sentiments were hurt by the incident of guns seized in the poaching case. Where does the hunting and poaching of animal in other community forest area is legal and culturally approved by any society?  The society cannot shelter such offenders and take it as community issue.  The matter once brought to the notice of the administration and law; the matter that has to solved judicially and by the law”, it added.   It further said that instead of the body blow given by the district administration, full cooperation was extended by the Idu Mishmi community as whole to solve the issue amicably and peacefully. But even the Adi Banne Kebang, district unit as well as the apex state body failed to pacify its district student body DASU. Due to which 144 CrPC had to be imposed by the district administration and led to unfolding of consequent incidents.

Likely solutions to any problem, grievances lies in sympathy, patience and understanding to produce far better result and no sacrifice is too big to preserve public peace and tranquility, it said.

Poyom dismisses allegations, students reiterates ouster of DC

ITANAGAR, Mar 21: AAPSU General Secretary Tujum Poyom in a press conference today claiming his arrest on March 16 as fabricated and personal initiation of DC Amjad Tak stated it was curbing of human rights.

He said that along with other AAPSU members on November 16 last he had written an application to the DC regarding the allotment for room to the AAPSU members for three years on the directives given by the DC himself. Dismissing all the allegations labeled against him by the DC, he claimed that the DC like a dictator has curtailed the rights of all the individuals and commoners in the West Siang district.

Poyom clarifying himself stated that, the DC had started his tirade against him when he started filing applications under RTI Act against his dealings and works.

The BADP of 2008-2009 have witnessed no implementation as the DC had already taken 40 percent commission from the contractors and the contractors were left with no fund for the work, Poyom alleged. He further cited the DC’s vendetta against people who filed applications under RTIs at his office.

“If labourers during the construction of the DC office renovation could stay at the Circuit House for more than a month, why was I dragged out?’, Poyom questioned. Alleging that the DC has been taking commissions from every government department and has been involved in many corrupt activities, he demanded that an SIT enquiry be put up against him. Poyom alleged that the DC in conduit with his friend one Bajaj of Guwahati had renovated the Aalo DC office and for which he procured the construction materials from the various departments at free of cost. Interestingly, the DC procured the timber from the DFO Aalo freely which the concerned mill owner had objected, added Poyom. The DC has also negated the independent charge of the ADC Mechuka and has himself become the chairman of the compensation for the Reliance Hydro Power Project at Tato. And interestingly the DC has asked the bank accounts of the affected people for handing over the compensation amount on his will, alleged Poyom. He also alleged that the local TV channels had also been banned when they telecast any news showing the DC in bad light and he has toed them to telecast according to his wishes by curtailing the students union clarifications.

Further, slamming the DC for being an anti-Galo and labeling him corrupt and a biased official, General Secretary, Galo Students’ Union (GSU) Pakmik Taipodia demanded that the state government should drag him out of the state itself. While also slamming the SP Incharge Mari Riba for firing without magistrate’s order, he demanded for high level enquiry into it.

It also called for lifting the 144 CRPC at Aalo, as it was the onset of Mopin festival.

Informing that ADC Kangki Darang had used his personal revolver during the firing, West Siang District Students Union (WSDSU) President Karyom Loyi demanded for a high level enquiry against him and cancellation of the revolver licence of Darang. The union also called for suspension of the ADC and SP. It also called upon all organizations of the state to cooperate against the DC’s high handedness and corruption.

The democratic movement against the corrupt official and official highhandedness will continue as the ultimatum served finishes on Mar 24, added the union.

Org question electrification work

ITANAGAR, Mar 21: Rural electrification in Kurung Kumey district will remain a distant dream if Arunachal Anti-Corruption Sena (AACS) is to be believed.

The Assam based executing agency Huma Entreprise which was awarded the rural electrification work under Rajiv Gandhi Gramya Vityutikaran Yojana (RGGVY) in Kurung Kumey, has totally failed to execute the assigned task sincerely and properly. Instead of working as per the DPR, the executing agency has been found involved in corrupt practices along with the panchayat leaders and village heads which is evident from the installed boards with a write up declaring completion of electrification works in various villages where elctrification is not yet done, AACS said in its letter to Secretary Power.

It also expressed doubt over quality of work.

The electric poles have been  erected with support of huge stone boulder instead of cement concrete, AACS said while describing the inferior quality of work executed by the agency. AACS demanded the Secretary Power to constitute an investigation team to verify the on-going rural electrification works in the district while adding that the payment should be made on the basis of report submit by the investigating team.

As many as 34 probationer officers are undergoing the training.

With sincerity and punctuality, one can become a good administrator, the CS said and exhorted the trainee officers to take their service in the right earnest with clear convictions and maintain good decorum and positive attitude. The CS advised them not to hesitate to learn from lower clerical staff in matter of office management and handling of files.

Bam said that the service conditions of APCS is better than many other NE states. The core objective of the state Civil Service is to serve the people and for all round development of the state besides playing  the role as retail bridge between the Govt. and  people,  the chief secretary added. Stating that the young officers have to perform their duties and function in twin capacities of administrator and judicial, he called upon them to utilise this opportunity for welfare of state and the people at large without discrimination or misuse of their powers and  functions.

While calling-upon the officer trainees to abide by the service rules, he said they have to be more careful and sincere to conduct rules.

Mini stadium runs into trouble

ITANAGAR, Mar 21: The ongoing mini-stadium construction taking inside the complex of government higher secondary school, Sagalee has run into serious trouble with All Papum Pare District Students Union (APPDSU) opposing the project. APPDSU has been vehemently opposing the construction stating that land meant for development of school infrastructure is being misused. According to APPDSU, gross violation took place while implementing the project.  As per the original DPR, actual site for mini-stadium was near football stadium adjacent to ADC office, Sagalee. But the site was shifted out without giving any proper reason. APPDSU claim that site has moved out in order to avoid paying compensation to the land owners.

“School land was kept for the future use. With introduction of science subject, we needed more land to construct new laboratories and classrooms in future. But this mini-stadium will eat up the whole space,” said APPDSU President Nabam John. Further he added, “We are not against developmental projects. But this stadium if constructed inside school complex will affect the academic activities. Also land is needed for future developments.”  Also in DPR there is provision for plantation, gardening, parking area and so on. It is questionable how constructing agency will implement these schemes. Further APPDSU claim that this whole project costing rupees four crore ninety eight lakh ninety two thousand was awarded to contractors without any tender process.

Construction of mini-stadium is being taken up by urban development department. Though land belongs to government higher secondary school, UD department never took school management into confidence while starting the project. In a letter written to DC Papum Pare on 16th March, Principal of school clearly informed that construction of stadium started inside school premises without prior intimation to him.

APPDSU has questioned how Panchayat leaders of area are letting this project go ahead without any proper plan. “For last few years science stream has started but till now there is no proper science teachers. Hardly any student takes up science subject because of the non-availability of science teachers. Local Panchayat leaders hardly bother about such problem,” stated APPDSU.

Union urged local public and Panchayat leaders to stop this project for benefit of student communities.

APPDSU has urged concerned authorities to immediately stop this project till any solution is arrived. “In the interest of student communities of Sagalee, we request authorities to stop construction of mini-stadium immediately. Alternative site should be selected, so that this land is kept for creating new infrastructures of school,” stated APPDSU General Secretary Teli Duli.

An Open letter to the State Information Commission

Dear Editor,

There have been allegations from the public authorities: including elected leaders and officials and media houses that the RTI Act is abused and misused law in Arunachal, “People use RTI either to settle personal scores or to blackmail officers and politicians”.

I being one of pioneer activists of RTI in the State appreciate Taba Ajum for coming up openly and telling the people about general trends of RTI users in the State. However, I have different stories to tell.

I was in illusion when I was thinking that I shall be appreciated for seeking information on public issues only, I never sought information which of individual nature.  Instead of acknowledging my contribution, incidentally, I happen to have argued with one of prominent Ministers of the State in presence of high ranking people. Logics of the Minister were that RTI Act has been rampantly misused and our officials are being engaged in replying RTI applications so they do not have time for developmental works.

Firstly, I questioned how RTI Act can be abused and misused if functioning of officials and elected leaders are open, transparent and comprehensible. We the people and media need to ponder why officers and elected leaders are afraid of RTI. Why they make dealing with information seekers. Any clean officials and politicians will never go for dealing with information seekers. I was surprised that instead of setting functioning of officials properly why the Minister was worried about abuse and misuse of RTI.

Secondly, if officials are inefficient and incapable to hand the laws of the country, the minister should impart management skill to his officials for time and cost effective management instead of blaming information seekers for interrupting developmental works of officials. Therefore, I suggest the Minister: for efficient management of time, the Government should ensure that all departments should have RTI portal in their website and upload everything with update and information seekers should be advise to get documents directly from the website.

I also used to receive telephone calls from top technocrats in the State who just wish to know if there is any family enmity when I  sought information from his department. However, he was wrong because his department was no exception, I also filed cases against the Department of Education, Health and Family Welfare, Rural Development, etc.

After getting information about corruption through RTI Act, I filed three cases: 1). National Food for Work Programme under, DRDA, Upper Subansiri district during 2007, 2). Improvement and Upgradation of Menga Giba Road, under NLCPR, PWD, Division Daporijo during 2008, and 3). IMPRC, under Panchayat Raj Department during 2011.

In all cases I have provided clear evidences of misappropriations of public money but till now no tangible action has been taken against any officials. In all cases I also made it public through the Medias but to my surprise no individual and organisation have expressed any solidarity with me.

Under such kind of inhospitable ambience I have to heavily rely on the wisdom of the State Information Commission. At initial stage I could see the enthusiasm and boldness of the State Information Commissioners under leadership of Nyodok Yangam, former Chief Information Commissioner, however, at later stage I find different approaches from same State Information Commissioners particularly in dealing with the cases related to the Departments of Panchayat Raj and Geology and Mining.

Firstly, only Rs. 20,000/- penalty was imposed to the PIO, Department of Panchayar Raj but at the cost of depriving information to me. The PIO was freed from obligation of providing information for paying Rs. 20,000/- to State exchequer. Secondly, in the second case of same department many hearing has been conducted but till now no clear decision has been taken, rather I am directed to attend each hearing and threatened to close the case. Even, the Commissioner is not ready to summon deemed PIO in spite of my appeals.

In the case related to the Department of Geology and Mining, many deemed PIOs/ AMDO have been not been attending hearings or given misleading and false information, but there is no clear directive from the Commissioner.

Now, I hope the State Information Commissioner under the leadership of prolific writer and winner of many literary awards Y. D Thongchi may restore past glory of the Commissioner and may win more RTI awards. We have a large amount of expectation from a person of his stature.

I also request the Commissioners that to minimise the abuse and misuse of RTI Act, the State Information Commissioner may annually publish the list of total appeal received and numbers of cases withdrawn in the media. And, finally attendance of appellant in the hearing may be not made compulsory.

Yours,

Ashan Riddi,

Who is the leader?

Dear Editor,

Two groups are stalking claim as true leaders of the INTUC state unit.

As per the norms, there should be one president for one organisation? Two parties in one organization is creating more confusion. For the sake of the welfare of the labours, state govt. should intervene and verify who is the real one.

Let peace prevail

Dear Editor,

Roing incident is very unfortunate and a matter of great concern. Keeping in mind that such situation don’t occur in near future, the District Administration, Students leaders, Senior citizens should take certain steps to establish permanent peace in and around the District and not to exist communal feelings in the mind of the local inhabitants.

As we all know that in our District there is dominion of two tribes Viz. Adis and Idus and both want to show superiority in the District which result in communal tension/communal fighting though the reason may be a minor one. A peace committee should be formed with the willingness of the local students body of the District and other senior members of the society under the guidance of the District Magistrate and the members should be from the both communities so that in near future even if there is a misunderstanding, leading to violence then first of all it should be brought into the notice of peace committee which will further make necessary decisions as required. Another one is the Bazaar Committee. The Bazaar committee members should also be shared by both the fractions of the society for smooth functioning and existence of friendly atmosphere in and around the Bazaar area.

Like me there are so many people who do not want to indulge in such communal riots. So, I would like to request my fellow brothers of both fractions to come forward and join hands together for the formation of Peace Committee so that a friendly relation exists among us, otherwise such incidents will occur again and again.

Lastly, I would like to request the press to maintain transparency and neutrality. Whenever a report is given it should be from the grass root level and the information should be  complete. While going through this daily, I found most of the relevant facts haven’t been mentioned.

Yours,

Raju Tayeng,

Actual happenings at Tomi Polytechnic College

Dear Editor,

I am deeply shocked to see the malicious content of the  news items published in your daily  under the headlines “Hailstorm lashes Polytechnic College” on March 15 last. Actual happenings at Tomi Polytechnic College on March 11 were not reported in the article.

As soon as the hailstrom was over, the principal rushed to the hostel to see the damage and safety of the boarders. He was with the boarders and consoled them. But another group went on a rampage, ransacked the principal’s residence, damaged the college building, properties and gave life threat to the staff. As a result, the staff fled away from their quarters and took shelter in safer places outside the college campus. By seeing the grave and dangerous situation, boarders were asked to leave the hostel and the date for leaving the hostel was extended up to March 15 and hostel mess was also opened upto March 15.

Further, when the West Siang DC along with DSP visited the college to see the extent of damage caused by the hailstorm, principal in presence of administrative head assured the students of providing study materials to the affected boarders. Management has been taking all efforts to address the genuine hardship faced by the boarders.

Thousand voices with different tones

Dear Editor,

Arunachal Pradesh, a state with area of eighty thousands sq.km and a population of few lakhs, surprisingly have thousands of pressure groups.

I dont understand why there are groups with different nomenclature but with similar objectives and too still forming new ones with prefix 'ex' before existing ones.

I am writing this because in recent days I have come across headlines carrying clarification between AAPSU and ex- AAPSU forum. Already there are hundreds of student pressure groups of which many are worthless.

If they really want to serve the society, I think they can give their ideas and experiences to their successor instead of forming new ones. What if tomorrow every students union comes out with ex forums? If the forum is only meant for the ex leaders the words 'student' need to be erased from nomenclature.

Thousand voices with same tone is more clear and good sounding than thousand voices with different tones.

Yours,

Hania,
