Cyclonic wind createshavoc in the state
ITANAGAR, Mar 21: Cyclonic winds since last evening have caused heavy damage to private and public properties in different parts in the state.
Stormy wind caused heavy damage to atleast 31 dwelling houses within Itanagar area. Roof top of atleast 10 houses in Hill Top Colony, ESS sector and 21 houses in Birup colony near Rajbhawan were blown away by stormy wind. Of the 21 damaged in Birup colony, two were of SPT type, four MBIT and 15 Obt type houses, said Birup Colony Welfare Committee.
Both the colony welfare committees appealed to the authorities concerned to provide immediate relief to the affected families.

According to DIPRO, a massive cyclonic storm lashed Koronu circle of Lower Dibang Valley district in the early morning today causing heavy devastation to Govt. infrastructure, dwelling houses. It even uprooted many trees. However, major damages occurred at Govt. Secondary School, Koronu where storm blew away galvanized tin roofs of 11 classrooms, teachers’ common room, head master’s office, science laboratory, book store room, Circle Resource Centre building and cultural hall. Tin roofs of boys and girls hostels and four teachers’ quarter and a Govt. quarter of PHED department were also blown away by the storm damaging ration items, personnel belongings and other house hold items, it reported.
The impact of the cyclone could be gauged from the scattering tin roofs with wood all around the school campus even up to a distance of 150 metre.
Six private residential building including two Indian Log Cabin Type (ILCT) house, four local ‘chaang ghar’ at Koronu and three residential houses and a church hall were also damaged at Denlo village. Low Tension (LT) electric line in between Koronu and Denlo village were disrupted due to felling of trees, the report added.
Meanwhile, erratic power supply brought the life of Itanagarian to a standstill since last night. The hide and seek game of electricity has not only irritated the common people, businessmen and students but also hampered the officials works of various govt departments and business establishments as March end nears. Assembly takes up the cause of Puroiks
CM assures assistances
ITANAGAR, Mar 21: The Chief Minister today said that his government would look into the grievances of the Puroiks (Sullung) community, formerly a bonded labour. He gave this assurance today after Karya Bagang moved a private member’s resolution on the need to create post of Project Director for socio economic development of the Puroiks. She said that efforts were need to for the overall uplift of the community, which continues to be marginalized years after they were freed.
The Chief Minister, highlighting policies for marginalized communities said that relevant departments would look into the problems of the Puroiks and come up with necessary assistances.
He further said that unless developmental activities percolate down to the grassroots and the needy, umpteenth policies and progammes was of not much help.
He further expressed concern at the reported selling of Puroik children and called for putting an end to the practice.
Cutting across party lines, members took part at the debate.
Lokam Tassar cited an example in Sarli area where reportedly the Puroiks even after completing their primary education takes readmission in lower classes to avoid going to schools with other communities. He further said that a former MLA from the community is working as a labourer.
Tapuk Taku while citing prevailing conditions of the tribe said that immediate measures need to be taken for the welfare of the Puroiks.
Passang D Sona said that sense of alienation and subjugation would only go if they were included in the larger social folds. He further shared the experiences in Mechukha area where the slaves were made to gradually merge into the families that they were part of. Tapen Siga said that long term policy need to be in place for uplift of the community with greater emphasis on education.
Bamang Felix said that Puroiks are psychologically subjugated people. He said that if drastic steps are not taken; the tribe would be the same even a century later.
Tani Loffa called for a committee to look into the problems confronting the tribe.
J K Panggeng also joined the other members and called for welfare measure for the tribe.
Minister Takar Marde while sharing the welfare measures for the community said efforts have been made by the government before as well.
Speakers were unanimous that more efforts need to put in place while adding that community has to make use of the welfare measures available for them.

• MLA Jambey Tashi called for enhancement of winter allowance of employees serving in the high altitude areas. The government currently provides Rs 600 for employees for six months to those serving at cold places.
• The Education Minister informed that stipend from the period Nov 2009 to March 2010 and Nov 2010 to March 2011 was pending. He said that Rs 4.81 cr was required to pay off the stipends of the students.
• PHED Minister Chowna Mein informed the house today that the department has targeted to complete the works of water project being taken up under JNNURM for Capital region by 2012 provided the funds were released by government on time. He said that contingency plans were in place to supply water to the citizens.

Idu Mishmi Society calls for dialogue and concerted efforts to defuse Roing tension
ITANAGAR, Mar 21: Following the Roing fiasco, the Idu Mishmi Cultural and Literary Society (IMCLS) called on the people of both the communities to come together to sort out the differences through sincere dialogue and concerted efforts, instead of resorting to violent means, while at the same time subordinating sectional interest to the overall interest of the entire community of Lower Dibang Valley district.
The apex body of the Idu Mishmi Society has welcomed the efforts put in by the Adi Bane Kebang to restore peace and tranquility in the district, since at the moment peace is paramount.
At the same time it appealed “the state Medias to uphold the moral values of journalism during these testing times”.
It further demanded action against Nun Pertin, president, Dibang Adi Students’ Union (DASU) and his executive members be arrested under appropriate sections of the law, since “they are responsible for all the mayhem and communal disharmony in whole of the district”.
“The Dibang Adi Students Union and Adi Bane Kebang both issued statement claiming that the Adi Culture and tradition and sentiments were hurt by the incident of guns seized in the poaching case. Where does the hunting and poaching of animal in other community forest area is legal and culturally approved by any society? The society cannot shelter such offenders and take it as community issue. The matter once brought to the notice of the administration and law; the matter that has to solved judicially and by the law”, it added. It further said that instead of the body blow given by the district administration, full cooperation was extended by the Idu Mishmi community as whole to solve the issue amicably and peacefully. But even the Adi Banne Kebang, district unit as well as the apex state body failed to pacify its district student body DASU. Due to which 144 CrPC had to be imposed by the district administration and led to unfolding of consequent incidents.
Likely solutions to any problem, grievances lies in sympathy, patience and understanding to produce far better result and no sacrifice is too big to preserve public peace and tranquility, it said.
Poyom dismisses allegations, students reiterates ouster of DC
ITANAGAR, Mar 21: AAPSU General Secretary Tujum Poyom in a press conference today claiming his arrest on March 16 as fabricated and personal initiation of DC Amjad Tak stated it was curbing of human rights.
He said that along with other AAPSU members on November 16 last he had written an application to the DC regarding the allotment for room to the AAPSU members for three years on the directives given by the DC himself. Dismissing all the allegations labeled against him by the DC, he claimed that the DC like a dictator has curtailed the rights of all the individuals and commoners in the West Siang district.
Poyom clarifying himself stated that, the DC had started his tirade against him when he started filing applications under RTI Act against his dealings and works.

An Open letter to the State Information Commission
Dear Editor,
There have been allegations from the public authorities: including elected leaders and officials and media houses that the RTI Act is abused and misused law in Arunachal, “People use RTI either to settle personal scores or to blackmail officers and politicians”.
I being one of pioneer activists of RTI in the State appreciate Taba Ajum for coming up openly and telling the people about general trends of RTI users in the State. However, I have different stories to tell.
I was in illusion when I was thinking that I shall be appreciated for seeking information on public issues only, I never sought information which of individual nature. Instead of acknowledging my contribution, incidentally, I happen to have argued with one of prominent Ministers of the State in presence of high ranking people. Logics of the Minister were that RTI Act has been rampantly misused and our officials are being engaged in replying RTI applications so they do not have time for developmental works.
Firstly, I questioned how RTI Act can be abused and misused if functioning of officials and elected leaders are open, transparent and comprehensible. We the people and media need to ponder why officers and elected leaders are afraid of RTI. Why they make dealing with information seekers. Any clean officials and politicians will never go for dealing with information seekers. I was surprised that instead of setting functioning of officials properly why the Minister was worried about abuse and misuse of RTI.
Secondly, if officials are inefficient and incapable to hand the laws of the country, the minister should impart management skill to his officials for time and cost effective management instead of blaming information seekers for interrupting developmental works of officials. Therefore, I suggest the Minister: for efficient management of time, the Government should ensure that all departments should have RTI portal in their website and upload everything with update and information seekers should be advise to get documents directly from the website.
I also used to receive telephone calls from top technocrats in the State who just wish to know if there is any family enmity when I sought information from his department. However, he was wrong because his department was no exception, I also filed cases against the Department of Education, Health and Family Welfare, Rural Development, etc.
After getting information about corruption through RTI Act, I filed three cases: 1). National Food for Work Programme under, DRDA, Upper Subansiri district during 2007, 2). Improvement and Upgradation of Menga Giba Road, under NLCPR, PWD, Division Daporijo during 2008, and 3). IMPRC, under Panchayat Raj Department during 2011.
In all cases I have provided clear evidences of misappropriations of public money but till now no tangible action has been taken against any officials. In all cases I also made it public through the Medias but to my surprise no individual and organisation have expressed any solidarity with me.
Under such kind of inhospitable ambience I have to heavily rely on the wisdom of the State Information Commission. At initial stage I could see the enthusiasm and boldness of the State Information Commissioners under leadership of Nyodok Yangam, former Chief Information Commissioner, however, at later stage I find different approaches from same State Information Commissioners particularly in dealing with the cases related to the Departments of Panchayat Raj and Geology and Mining.
Firstly, only Rs. 20,000/-
In the case related to the Department of Geology and Mining, many deemed PIOs/ AMDO have been not been attending hearings or given misleading and false information, but there is no clear directive from the Commissioner.
Now, I hope the State Information Commissioner under the leadership of prolific writer and winner of many literary awards Y. D Thongchi may restore past glory of the Commissioner and may win more RTI awards. We have a large amount of expectation from a person of his stature.
I also request the Commissioners that to minimise the abuse and misuse of RTI Act, the State Information Commissioner may annually publish the list of total appeal received and numbers of cases withdrawn in the media. And, finally attendance of appellant in the hearing may be not made compulsory.

Let peace prevail
Dear Editor,
Roing incident is very unfortunate and a matter of great concern. Keeping in mind that such situation don’t occur in near future, the District Administration, Students leaders, Senior citizens should take certain steps to establish permanent peace in and around the District and not to exist communal feelings in the mind of the local inhabitants.
As we all know that in our District there is dominion of two tribes Viz. Adis and Idus and both want to show superiority in the District which result in communal tension/communal fighting though the reason may be a minor one. A peace committee should be formed with the willingness of the local students body of the District and other senior members of the society under the guidance of the District Magistrate and the members should be from the both communities so that in near future even if there is a misunderstanding, leading to violence then first of all it should be brought into the notice of peace committee which will further make necessary decisions as required. Another one is the Bazaar Committee. The Bazaar committee members should also be shared by both the fractions of the society for smooth functioning and existence of friendly atmosphere in and around the Bazaar area.
Like me there are so many people who do not want to indulge in such communal riots. So, I would like to request my fellow brothers of both fractions to come forward and join hands together for the formation of Peace Committee so that a friendly relation exists among us, otherwise such incidents will occur again and again.
Lastly, I would like to request the press to maintain transparency and neutrality. Whenever a report is given it should be from the grass root level and the information should be complete. While going through this daily, I found most of the relevant facts haven’t been mentioned.

Release stipend
Dear Editor,
I would like to request the Director of Higher and Technical Education to release the stipend of Arunachali students those who studying outside the state.
They get their stipend usually in month of June and July, during those two months almost every university of India has summer breaks, almost all of them are in their home, so student do not make use of stipend for the purpose they get it for.
Therefore I request the authority concern to release the stipend immediately and on time, so that student can purchase at least a pen, a books.

Actual happenings at Tomi Polytechnic College
Dear Editor,
I am deeply shocked to see the malicious content of the news items published in your daily under the headlines “Hailstorm lashes Polytechnic College” on March 15 last. Actual happenings at Tomi Polytechnic College on March 11 were not reported in the article.
As soon as the hailstrom was over, the principal rushed to the hostel to see the damage and safety of the boarders. He was with the boarders and consoled them. But another group went on a rampage, ransacked the principal’s residence, damaged the college building, properties and gave life threat to the staff. As a result, the staff fled away from their quarters and took shelter in safer places outside the college campus. By seeing the grave and dangerous situation, boarders were asked to leave the hostel and the date for leaving the hostel was extended up to March 15 and hostel mess was also opened upto March 15.
Further, when the West Siang DC along with DSP visited the college to see the extent of damage caused by the hailstorm, principal in presence of administrative head assured the students of providing study materials to the affected boarders. Management has been taking all efforts to address the genuine hardship faced by the boarders.

If they really want to serve the society, I think they can give their ideas and experiences to their successor instead of forming new ones. What if tomorrow every students union comes out with ex forums? If the forum is only meant for the ex leaders the words 'student' need to be erased from nomenclature.
Thousand voices with same tone is more clear and good sounding than thousand voices with different tones.
